Since the start of EMU in 1999, revisions to GDP growth have almost always been upwards. In contrast, revisions in America have tended to be downwards. Kevin Daly, an economist at Goldman Sachs, calculates that, based on the GDP-growth figures first published in each quarter, the euro area would have grown by an annual average of only 1.6% in the six years to 2004.
