te of only 1.2%, down from 2.6% in the previous quarter. Yet history suggests that this number will later be revised upwards. Since the start of EMU in 1999, revisions to GDP growth have almost always been upwards. In contrast, revisions in America have tended to be downwards. The initial figures which grab newspaper headlines therefore exaggerate Europe s economic underperformance. Kevin Daly, an economist at Goldman Sachs, calculates that, based on the GDP-growth figures first published in each quarter, the euro area would have grown by an annual average of only 1.6% in the six years to 2004. Yet the latest figures put the growth rate at 2.0%. On the same basis, Britain s growth rate has been revised up by even more, from 2.1% to 2.7%.
